In order to encourage young people who are aspiring to improve their life experience to fulfill their wishes, this loan is specially provided to assist young people to realize their dreams of overseas life experience through self-guided travel abroad, study tours or working vacations.


Applicants must meet the following conditions:


1. Nationals of the Republic of China who are over 20 years old and under 30 years old.
2. Those with good credit status and no bad records.
3. The applicant should provide a guarantor.
4. Those belonging to low- and middle-income families (family income below 1.14 million yuan) will be given priority and 30% of the self-prepared funds will be exempted.
4. Loan purpose
Self-help travel abroad, study tours or working holiday abroad.
5. Term of loan for different purposes
The duration of study tour and working holiday shall be at least one month, and self-service travel shall be at least two weeks.
6. Loan limit
Based on the 70% of the funds required for the project as the upper limit, applicants need to prepare at least 30% of the required funds for self-raising. The balance is loaned out by the loan, and the loan amount is up to NT$120,000. Each person is limited to apply for a loan once, and the application is not allowed to be repeated. Couples apply for loans at the same time, and the total maximum amount is limited to NT$120,000.
7. Repayment period and repayment method
The maximum length is five years, and the maximum grace period including the principal is one year. After the loan is loaned out, interest will be paid monthly during the principal grace period; the principal and interest will be amortized evenly after the principal grace period.
8. Loan interest rate
The interest is calculated automatically according to the benchmark interest rate (monthly adjustment) of Taiwan's Small and Medium Enterprise Bank.
Nine, guarantee conditions
Follow the credit collection regulations of the undertaking bank and request the SME Credit Guarantee Fund to provide 80% credit guarantee.
10. Application procedures and required documents:
1. To apply for the "Youth Overseas Life Experience Project Loan", the applicant should fill in the loan plan application form (as shown in Appendix 1), and provide a guarantor, together with other required documents (as shown in Appendix 2), as an individual, Submit a loan application to the undertaking bank.
2. According to the time of application, first come first. Those belonging to low- and middle-income families will be given priority. After the quota is full, the funds are used up, or the receipt will be stopped after the end of the year, the undertaking bank will send the insurance uniformly.
3. Areas in the orange and red warning areas listed in the "Foreign Travel Warning Classification Table" of the Consular Affairs Bureau of the Ministry of Foreign Affairs are not allowed to visit (the detailed list can be checked online at http://www.boca.gov.tw).
11. The applicant shall implement the plan according to the plan after obtaining the loan funds. If the loaned funds are found to be used for other purposes, the undertaking bank shall retroactively pay the applicant at the loan interest rate plus an annual interest rate of 2.5%, and immediately recover the entire loan Principal and interest.
If the relevant documents submitted by the applicant are forged or altered, or the proposed plan is false or untrue, or otherwise violates the provisions of this point, the application qualification shall be revoked before obtaining the loan; the permission shall be revoked after obtaining the loan , And shall be handled by the bank in accordance with the provisions of the preceding paragraph.
12. If the applicant fails to repay the loan as agreed, the undertaking bank may calculate and collect the deferred interest based on the loan interest rate plus 1% of the annual interest rate. Report to the Financial Joint Credit Investigation Center of the financial consortium legal person in accordance with relevant regulations.
13. Funding requirements
(1) Loan funds shall be paid by the undertaking bank’s own funds in accordance with the agreed amount in the contract.
(2) The special funds for credit guarantee and the handling fees for credit guarantee shall be supported by the annual budget prepared by the Youth Development Agency of the Ministry of Education.
14. Undertaking Bank
Entrust the Taiwan Small and Medium Enterprise Bank to handle it, and the commission contract will be stipulated separately.
15. Bad debt liability
The handling personnel handling this loan shall be exempted from part or all of the damages in accordance with the provisions of the first paragraph of Article 77 of the Audit Law for bad debts that were not caused by intention, gross negligence or fraud. 1. Basis
The Youth Development Agency of the Ministry of Education promotes youth international participation and exchange award subsidies.

2. Project purpose
In order to encourage the 18-30 year olds of the Republic of China to participate in international affairs and exchanges, accumulate international communication skills and energy in international organizations and non-governmental organization meetings, events or projects, and cultivate the international vision of young people, so as to enhance Taiwan’s international image and Visibility, specific to this project.

Participants and subsidies and principles
1. Target: 18 to 30-year-old youths with the nationality of the Republic of China.
2. Category:
(1) Those who go overseas to participate in meetings, activities or projects of international organizations or international non-governmental organizations

(2) Plan and implement actions that can enhance Taiwan’s international image and international visibility by going overseas.
(3) Except for the first two categories, participation in or handling of training workshops, purely academic conferences, seminars on academic and mathematical papers, and visits and exchanges will not be subsidized.
3. The subsidy principle
(1) This plan is a partial subsidy, and the upper limit of the partial subsidy for each case is NT$80,000. For those receiving subsidies, self-raised funds must account for more than 20% of the total funds
(2) Subsidy items: round-trip economy class air tickets, overseas medical insurance fees, accommodation fees, visa fees, conference registration fees, etc.
(3) For youths from disadvantaged families (including youths from low- and middle-income households) and indigenous youths, subsidies may be given in consideration of actual conditions in order to take into account the balance of resource allocation.
1. Applicants who apply as a disadvantaged family must provide their ID number and sign a consent form for authorization to use personal data (see Annex 4).
2. Applicants who apply as aboriginal people must attach a copy of the household registration with the status of aboriginal people.

4. Application time and procedures:
1. Application time:
(1) Please submit the application documents by letter 2 months before the start of the implementation period of the meeting, activity or plan you are participating in or handling (or no later than October 10 each year). In addition, for the project application in January 106, the applicant must submit an application as late as November 30, 2015.
(2) For applicants who do not comply with the limit, the department may adjust the amount of funding subsidy, plan review and approval schedule according to the time of the proposal.

4. The application team or individual must cooperate with the time of the review meeting (in principle, it will be held on the first Wednesday of each month), and send up to 2 representatives to give oral briefings.

Five, review work and review standards
1. Perform review tasks based on the written information reported by the application team or individual.
2. Review work: divided into preliminary review (qualification review) and re-review (review of written and oral briefings).
(1) Preliminary review: A working group will be formed by the department to prepare documents upon application and handle qualification review. The content of the electronic file is clearly marked according to the order of the application form. Those with incomplete information or inconsistent format will not be accepted, and those who are qualified will be reviewed.
(2) Review:
1. The agency invites experts and scholars to serve as review members, and hold review meetings, based on the principle of holding review meetings on the first Wednesday of each month.
2. The team or individual who enters the review will conduct on-site briefings and inquiries, and the review committee will score according to the review items.
3. At most 2 briefing representatives, a total of 15 minutes for on-site briefing and inquiries (5 minutes for briefing and 10 minutes for inquiry).
4. If the review committee decides that the application plan needs to be amended, the application team will adjust the plan according to the committee's comments within 5 days after being notified by the agency before submitting it to the agency for review.
(3) Review items:
1. The importance of participating activities and international representation (including the number of participants and the number of countries), 35%;
2. Project planning features, participation level and benefits, 35%;
3. Follow-up link benefit (follow-up link with international organizations, spreading publicity in the country or sharing activity plans), 20%;
4. Fluency of presentation and completeness of inquiries, 10%.

Obligations of cooperation between land and subsidized persons
1. The subsidized unit shall agree to the subsidy within 15 days (at the latest 10 days before leaving the country), and send the letter of guarantee and the insured list of the subsidized member's travel safety insurance (including accidental injury medical supplement) ( The insured amount shall not be less than NT$2 million). If the letter of guarantee is not sent within the aforementioned period, 5% of the subsidy will be deducted.
2. For those who have not applied for execution in accordance with the original plan, the Department reserves the right to adjust the original approved subsidy amount.
3. If the execution is cancelled or the case has not been written off in accordance with the limit, a letter shall be issued to explain or extend the date of write off.
4. The application documents and results reports (including graphics and audiovisual) of the subsidized youth or team should be original creations by themselves. If infringement is involved, the subsidized youth or team shall bear the legal responsibility, and the department may cancel it. Obtain the subsidy qualification and recover the subsidy.
5. The application documents and achievement reports (including graphics, text and audio-visual) of the subsidized youth or team, and other materials, freely agree that the department may publish and use it for an unlimited number of times, years, regions, methods, media/carriers, or use it for various public welfare Publicity, promotion, exhibitions, website and publication use, personal blogs and website content, can also be linked and reproduced, and agree to the department to modify and adjust application documents and results reports (including graphics and audiovisual) and other materials The right to pay no additional fees.
6. "IYouth voice" Youth International Voice Project

1. Basis
The Youth Development Agency of the Ministry of Education promotes youth international participation and exchange award subsidies.

2. Project purpose
"IYouth" includes the meaning of international and youth. It encourages the 18 to 35-year-olds of the Republic of China to actively participate in conferences, activities or projects of international organizations and non-governmental organizations around the world, representing youth in various fields or representing Taiwan To speak out, enhance international participation capabilities, build an international perspective, and enhance Taiwan’s international image and visibility, and this project is specific.

3. Subsidy objects and principles:
(1) Target: Youths with the nationality of the Republic of China from 18 to 35 years old.
(2) Category:
1. Going overseas to participate in international conferences, events, or projects, etc., actions that can increase international visibility.
2. Strive to host or conduct international conferences or activities in Taiwan or domestically [the number of participating youths should be more than 100, and the participating countries should be more than 3 countries (including landlord countries, excluding the mainland, Hong Kong, Macao and other regions)].
3. Those who fall into the following categories will not be subsidized:
(1) International academic seminars, seminars or academic lectures held in China.
(2) Educational exhibitions, enrollment promotion activities or international academic seminars held overseas.
(3) Other international academic and educational exchange activities recognized in accordance with the policies of the Ministry of Education.
(4) Art and literature, music performances, exhibitions, participation in international festivals and international arts and crafts competitions and other activities.
(3) Principle: Each case is based on the principle of a partial subsidy of 100,000 yuan, and the subsidized unit must raise more than 20% of the total plan funds by itself. If it does not reach it, the application will not be accepted. The subsidy items include:
1. Overseas: round-trip economy class air tickets, overseas medical insurance fees, accommodation fees, visa fees and conference registration fees, etc.
2. Domestic: Insurance fee, board and lodging fee, venue fee, activity equipment rental fee, etc.

4. Application procedures and information:
(1) Proposal application stage:
1. The first stage: if the implementation period is from March to June, the application shall be submitted before January 1 of the current year (the first stage proposal in 107, the application may be submitted before February 12, 107).
2. The second stage: For those whose implementation period is from July to October, apply before May 1 of the current year.
3. The third stage: if the implementation period is from November to February, the application shall be submitted before August 1 of the current year.
(2) Applicant: Apply through formal letter from non-governmental organizations and colleges established in accordance with the law.
(3) To apply online and in writing, please first go to the iYouth Youth International Dream Platform (http://iyouth.youthhub.tw) to fill in the application materials, and then send the application together with the relevant documents to our office and attach the documents. as follows:

(4) The team of subsidized units that go overseas to participate in international conferences, activities or projects includes youths from disadvantaged families (referring to valid low-income households or low-income households certificates issued by the competent authorities of various municipalities, counties (cities)), original Resident youths and new residents (children) youths (see Annex 4), in addition to the team’s original approved subsidy, will receive an additional subsidy of NT$10,000 per person. Please attach relevant documents when applying:
1. For young people from disadvantaged families, they must provide their ID number and attach a consent form for the use of personal data (see Annex 1).
2. For the youth of an aboriginal ethnic group, a copy of the household registration with the status of an aboriginal must be attached.
3. Those who are new residents (children) and young people must attach a copy of the household registration copy (the household registration transcript provided by the household registration office is mainly or the new-style household registration book, if there is a note that the person or parents have been married. And state the native nationality of the person or the foreign spouse of one parent).
(5) Before the deadline for each application stage, send the paper information by registered or express mail to the “International Experience and Learning Section, Youth Development Agency, Ministry of Education,” 14th Floor, No. 5, Xuzhou Road, Zhongzheng District, Taipei City, 10055, and indicate “Youth International Speaking” (iYouth voice) project".

5. Review work and standards
(1) Review work:
1. Preliminary review: The department shall prepare documents and conduct qualification review according to the application. Those with incomplete information or inconsistent format will not be accepted.
2. Written review: The agency invites experts and scholars to serve as review members, and interviews are required if necessary.
(2) Review items:
1. Importance and international representativeness of handling or participating in activities, 35%;
2. Project planning features, participation level and benefits, 35%;
3. Follow-up to the international community to link the benefits, 30%.

6. Cooperative obligations of the subsidized unit
(1) The members of the overseas team of the subsidized unit should purchase travel safety insurance before leaving the country, and those in the country must purchase public accident insurance, and provide a guarantee document when the funds are written off. If there is no provision or there are omissions, NT$1,000 will be deducted for the subsidy.
(2) The subsidized unit should go through the verification process within 1 month after the completion of the plan (the plan for the current year is later than December 10 each year), and upload the results report, activity photos and audiovisual materials to iYouth Youth The "iYouth voice" youth international voice project system of the international dream platform, and should cooperate to attend the relevant achievement sharing activities of this department.
(3) For those who have not applied for implementation in accordance with the original plan, the Department reserves the right to adjust the original approved subsidy amount.
(4) In case of cancellation of execution or failure to write off in accordance with the limit, a letter shall be issued to explain or extend the date of write off. If the case is closed without payment within the time limit, the subsidy qualification will be cancelled.
(5) If there is an emergency in the team, please follow the following procedures in order to report:
1. The leading teacher or young leader will contact the college or private organization to which it belongs. If necessary, please notify the office of the foreign embassy.
2. The affiliated college or private organization will contact the contractor of this department.

Seven, write-off of funds
(1) If there is any change to the original plan content or the amount of funds, etc., the "Comparison Table of Funding Adjustments for Subsidy Programs of the Youth Development Agency of the Ministry of Education" (see Annex 11) should be attached to this office; such as self-raised funds after adjustments , If it does not reach more than 20% of the total funding, the department may reduce the approved subsidy according to the original approved subsidy ratio.
(2) The request for appropriation, disbursement, and write-off of the relevant subsidy funds shall be handled in accordance with the provisions of the Ministry of Education's subsidies and commissioned funds approval and report operations. If matters such as income tax withholding are involved, the subsidized unit will handle it on its own.
(3) The documents to be prepared for verification and cancellation (two copies in one format) are as follows:
1. One official document.
2. Checklist for verification and write-off documents (see Annex 6).
3. A summary table of results (see Annex 7).
4. Achievement report [Those who host international conferences or activities in Taiwan or conduct international conferences or activities in China should attach the sign-in form and indicate the participants respectively] (see Annex 8).
5. One copy of receipt (as in Annex 9).
6. One copy of income and expenditure settlement sheet (see Annex 10).
7. One book of original expenditure vouchers:
(1) If the subsidized unit is a public or private school, the original vouchers of the planned expenditure should be bound, properly preserved and managed by themselves, and the department may notify the inspection or send personnel to conduct random inspections according to actual needs.
(2) If the subsidized unit is a social organization, a consortium legal person, or an experimental education institution, or group, the original vouchers of expenditures that meet the budget items of the agency’s approved plan should be submitted to the agency for review when the report is completed. The remaining expenditures The original vouchers are kept by themselves for inspection. If you apply for a direct round-trip economy class ticket, you need to attach a ticket receipt (receipt for collection and transfer by the travel industry) or e-ticket, boarding pass (entry and exit certificate), etc.; if you are not flying with your own airline, please Fill in the "Application Form for Persons Going Abroad on Business to Fly by Foreign Airlines" (see Appendix 12).

8. Matters needing attention
(1) If this subsidy plan is repeatedly applied, it is verified by this office to be true, and the subsidy qualification is cancelled, the original subsidy funds should be paid back and no other subsidy application cases can be submitted to this department within two years.
(2) If the necessary subsidy funds are deleted by the Legislative Yuan, this office may adjust the subsidy funds or negotiate according to the results of the review, which shall be handled in accordance with Article 54 of the Budget Law.
(3) If there is plagiarism, falsehood, or violation of the copyright law, the provisions of this project or other laws in the content of the plan and achievement report, the department may not approve the subsidy and recover the appropriated subsidy.
(4) If the results report does not conform to the original plan content or the project to be executed is not implemented, the Department may, depending on the severity of the circumstances, reserve the right to adjust the originally approved subsidy or cancel the subsidy qualification, and recover the funds that have been allocated.
(5) Based on the principle of fairness and justice, those who have been subsidized by this program will no longer be eligible for selection and admission opportunities to participate in this program.

9. The uncovered matters may be supplemented by the Department at any time.
